Consumer Data Right

The Data Standards Chair’s functions and powers set out in the Competition and Consumer Act 2010, Volume 2, Part IVD – Consumer Data Right, section 56FH.

The Consumer Data Right (CDR) rules contain the required procedures for:

  • making the standards and
  • the Chair to make specific standards.

Responsibilities

The Chair's responsibilities include:

  • standards development
  • consultation and stakeholder engagement
  • documentation and communication
  • continuous improvement
  • governance.

Standards development

The Chair leads the development of the Consumer Data Standards.

Aim

The standards development aim is to ensure consistency and compatibility across the different participants in the CDR ecosystem.

Final determination

The Chair makes the final determination to approve or reject decisions to change the standards.

Consultation and stakeholder engagement

The Chair gathers input and feedback on the standards through disciplined consultation processes.

They work closely with different stakeholders including:

  • government agencies
  • industry bodies
  • consumer groups
  • businesses.

Stakeholder collaboration assists in meeting their expectations. It also supports the best practice adoption including aligning with international standards.

Data standards must also be subject to CX research where appropriate.

Documentation and communication

The Chair is responsible for:

  • documenting the standards
  • making the standards accessible to all relevant parties and
  • communicating to business and organisations for effective standards implementation.

Continuous improvement

The standards are updated to changing technology and industry needs.

The Chair is required to ensure the standards are:

  • regularly reviewed and
  • updated as necessary to remain relevant and effective.

Governance

The Chair establishes governance processes and committees to oversee the updates and implementation of the standards.

This includes:

  • creating working groups and consultative groups
  • monitoring compliance with regulatory requirements.

Digital ID Data Standards Chair

The Minister for Finance is the initial Digital ID Data Standards Chair.

The Minister will make the initial Digital ID Data Standards that take effect at the start of the Act and rules.
